English Councils Plan to Sell Off Community Hubs and Sports Centres to Manage Finances

Based on a recent study of local authorities, UK councils are preparing to offload social clubs, sports centres, and shopping arcades as they rely on a rapid disposal of assets to balance the books.

Increasing Financial Challenges Prompt Asset Sales

The Key Cities Group representing second-tier cities in England stated that six out of ten of councils are planning to sell assets to cover the escalating costs of adult and children’s social care.

Councils have previously faced criticism for selling playing fields and open spaces to support their finances, but they contend they must continue to generate essential revenue from property disposals or face insolvency.

This coalition noted that a significant number of authorities seeking to raise money from a fire sale of holdings marked “a distinct shift from 2024, when the largest share (six in ten) of municipal officials stated they would prioritise service redesigns and utilising financial reserves to manage increasing financial challenges.”

Specific Examples of Planned Disposals

Medway Council in southeast England said its asset disposal plan featured the disposal of a retail complex in Rainham and a social club in Rochester to raise 20 million pounds over the next half-decade.

  • Gillingham golf club and commercial properties owned in Worcestershire and Suffolk, which all generate rent for Medway council, will additionally be disposed of under the plan.

Council Tax Rises and Wider Fiscal Pressures

This research of local authorities in the key cities group, which covers Sunderland, Southampton, Gloucester and Salford, further found that over seven in ten of authorities will have to increase council taxes next April to address the growing cost of essential services, increased rates of housing insecurity, and a persistent accommodation deficit.

Medway council said it will press ahead with property disposals after steep rises in the cost of youth support, special educational needs and disability (Send) provision, adult social care, and short-term housing.

“We are adopting innovative approaches but certain measures take time to deliver both improved services and financial savings,” stated a council leader.

He added: “We face demographic pressures which will continue to increase the pressures we have. As a unitary authority, we had a drastic reduction in our central funding from 2010-24, which is extremely difficult.”

Countrywide Patterns and Forecasts

Research of county councils this week further found local finances being strained by the growing number of children and adults requiring special educational assistance.

A network of councils said that local shortfalls will reach £4.4bn a year by 2029, as they struggle to manage rising needs.

Ministers have put off scheduled changes to the Send system until the coming year after a policy document setting out those changes has been postponed.

Disadvantage and Funding Gaps

Based on the most recent indices of deprivation (IMD) covering English councils, several key cities members were among the most disadvantaged in the country.

  • “Participating urban centers like several major towns rank in the most deprived 30 nationally under the latest deprivation indices,” said the report.

“While only a single urban area is among the top 10 for disadvantaged communities nationally, urban areas are much more prone to be in the worst-off 20% of England. The data underscores the extent of challenges facing local leaders across key cities in the coming year,” the report added.

“Local government leaders have been explicit about the necessity for a fair and sustainable financial structure that accounts for and addresses the actual extent of disadvantage and demand,” stated a council leader.

“Without this, local authorities will continue to face impossible choices around which essential services to fund, and which to reduce, to the detriment of their residents.”

A fifth of local authorities have cut or compromised care services in the last year, the study found.
